Raul Ruiz (D-Calif.), who chairs the Congressional Hispanic Caucus and is a trained emergency room physician, joins congressional reporter Marianna Sotomayor to discuss long-standing barriers to health care in the Latino community and his recent legislation to address the physician shortage in underserved and rural areas.
